meeting a filipino friend in Shanghai

I have made plan to travel to Shanghai from the U.S.A., and was meeting a Filipino friends there. He has copies of all my travel documents and a letter that I will be responsible for all charges incurred during the trip. He has a valid passport which show he has traveled to Hong Kong & Singapore. He has his airlines tickets and a copy of the hotel reservation. Will he be able to get a visa for the one week visit? Someone told him that China will not issue tourist visa for Philippine citizens now.

It's hard to say whether your Filipino friend will be granted a China visa or not. It all depends the visa officers in his country. Anyway, he can have a try by providing as many documents as possible.
