My travel agent charged me $600 for business visa and issued urgently. Is this reasonable?

$600 only for the business visa? Does this money cover other service? As I know, even urgent service for Multiple Entries (12 months) charges only charges 160 Singapore dollar.You can enquiry the travel agency for detailed imformation about the fee.
