About:Chinese Consulate in Vancouver

Do I have to apply for Chinese Visa through Visa Application Service Center?

I'm Korean and studying in Vancouver and I'd like to apply for Chinese L-Visa.
Should I apply it through Visa Service Center?
Can I go directly to the Visa Office, not through the visa service center?
