Because your baby is only 7 months old, your employer can not get the invitation letter for him/her alone. As you were told, you can apply for a new work visa and for you baby accompanying yours to China.

To apply for a dependant work visa for your baby is the best way. You may also apply for a China L family visit visa for your baby temporarily to bring him/her to stay in China with you for a period of time. When the situation become stable, you may try to apply for a dependant work for your baby to stay with you for a long period of time in China.

Yes, please entrust the guardian of your baby to handle this on your behalf. The embassy and consulate have different consular districts, you need to check your residence first from this site.

how many days before i can get my baby's birth certificate if i'm going to have it authenticated?sad to say but i cannot do it in cebu the attendant told us that the authentication is only in manila even if my district belongs to cebu.

and also can a travel agency do it for me?in my absence?because this time i'm in china.

what are the possible papers needed in having the birth certificate authenticate?will it be hard for me to get a visa for my baby if i will have the documents from PSB?since this time there's a conflict between phils.and china?

You baby's birth certificate should be authenticated by the Department of Foreign Affairs of the Philippines first and finally authenticated by the Chinese Embassy.
To apply for document authentication, the document (original & copy), passport and application form for authentication (it is available in the website of Chinese embassy). The processing time takes 4 working days. It is 700 pesos per document for civil documents.

BTW, no one can ensure you that your baby will be given an visa or not. It is all up to the visa officers.
