Letter for certification of birth certificate issued by hong kong

We request for a letter to certify the relationship shown in the birth certificate issued by hong kong government department so as to apply a student visa for a girl aged 9.

1.You should apply a relationship authentication at the consulate office of Exit and Entry Department in HongKong;
2.I suggest you entrusting a Hong Kong lawyer to handle this.
