About:Chinese Embassy in Nepal

Permission for pilgrimage to Mount Kailash

May I as a private German citizen come to the Embassy in Nepal and get a visa to enter CHina / Tibet on pilgrimage to Mount Kailash?
Can I obtain a travel Entry Permit and an Alien Travel Permit or do I need an authorized travel agent to obtain these documents for me?

You need an authorized travel agency to obtain these documents for you, you can't do it in person.
