Working (Z) visa from Hong Kong

Hi, has anyone living and working in Shenzhen applied for a working (Z) visa in Hong Kong recently? The company I am applying to work for is adamant my application would be rejected if I go to Hong Kong to apply. I have all the necessary documents and can't see why I can't apply for (Z) visa in Hong Kong. Can anyone tell me for what reasons an application might be rejected?

Thanks
