Help with Passport for Son born in China.

Thank you for asking us to reach you directly, should we have any problems. Since I've been refused a visa multiple times to get into China,we applied for a visa to get my son out of China last February. He is born in China and I understand his birth certificate has to be transcribed. To the best of my knowledge all documents and payments have been made (receipt proof) but we've been told that the wait is indefinite. It's close to three months now and our frequent calls to the embassy are not fruitful. Sir, may I ask how long it takes for this procedure to complete and what other options do we have besides waiting indefinitely? Hopeful for a satiable reply, Sir, since no we can't get any definite answers otherwise. Please, help! God Bless.
