can indonesian obtain visa on arrival in shantou for emergency case - urgent?

One of our relative passed away in Shantou, China and we want to fly there as soon as possible for the funeral but stuck with Visa, especially it's 'labor day' holidays in Chinese Embassy now.Does anybody know whether we can obtain Visa on Arrival in Shantou or any city near Shantou? What are the requirements for Visa on Arrival? Please help and Thanks.

Considering your situation, I think you may be able to get the visa on arrival at Zhuhai, since there is no visa-issuing departments at port of entry authorized by the Ministry of Public Security in Shantou. However, you may have to provide proof of emergency such as your relationship with the dead relative. You'd better contact your air company to know about this.
