About:Marriage Registration in China

fiancee visa

I have a girlfriend who has been working in hong kong for 12 years, she is a filipino lady, can she apply in hong kong for a fiancee visa for the uk, or would it be better to marry her in hong kong, and then apply for a marriage visa to bring her to the uk ?
