You can go to Hong Kong to apply China visa again. It is impossible for you to get from New Delhi if you have been denied for 4 times.

I'm afraid no. Indian passport holders are banned from applying for a China visa in Hong Kong unless they are working or living in Hong Kong.

If you can get the admission notice & JW202 form from the Chinese institute where you will study Chinese, it's possible for you to get a China student visa.

Considering your visa application has been rejected 4 times, I advise you contact the China visa application service center directly to know the exact fact first by +9111-43565225.

In priciple, indian people can apply for a visa from nepal if only they have residence permit in Nepal.

It's hard to say whether you will be given a visa or not in HK. I advise you contact China Travel Service Hk Limited to get the possibility of getting a visa in Hk first.
