Can I apply for a tourist visa by mail or courier?

I live in Tauranga, New Zealand which is quite far from Auckland although this is my nearest city. Can I send my application or do I have to deliver it in person? If I send a prepaid courier bag with it, will they send the passport with visa back or di I have to collect this? I read recently that they do not accept applications by mail.

No, China consulate in Auckland does accept visa application by mail or by courier. But you have to pay an additional Handling Service Fee of $15 and provide a prepaid self-addressed courier pack or envelope for returning your passport.
