i would like to know will the embassy will issue me for x visa now

hi ,i would like to know will the embassy will issue me for X visa now ,as the university is saying summer vacation will start from july to august  and they think that embassy will not issue  visa now even if they send me JW202 Form,how true this thing is ?i would like to go for visa in next month and fly to my university a head of admission time which they are saying in august after the vacation,i think embassy will issue visa any time if i forward my jw202 form and medicals ,has nothing to do with vacation am i right ?Please clarify me if i am wrong

The university is right, the embassy will refuse to issue you a X visa because of the upcoming summer vacation from July to August. You'd better wait for a few months to apply X visa, please follow the instruction of the university.
