If you are workign abroad, you may just apply for the visa from the local China embassy or consulate. For a China tourist visa, your valid pssport, visa application form, work permit, residence permit and round-trip air ticket are enough. If the China Embassy does require a covering letter, you'd better get a sample form the embassy directly, since the rule may very from place to place and from time to time.
