Your former Resident Card of South Korea han been expired, and you will get the new one on April 30. In principle, you can't apply for a China visa there until you get the new one. But your situation seems special, since your F-4 Korea visa is still with a long validity. I think there is the possible that you get a China visa the the F-4 Korea visa instead.
