Is a Chinese tourist visa guranteet if I buy my husband a return ticket to Honkong from Kabul?

Hi there, I work in North America. I travel for work and recently I have been assigned a trip to Asia. I would like my husband to come from Kabul to Hong Kong where we can spend some time together before I return back home when he goes back to Kabul. I was wondering how long does it take for visa to be issued to Afghans and if it is always guaranteed to be issued as I don't want to risk my money and purchase the flight tickets.
