About:Chinese Embassy in U.S.A.

Lost my old Hong Kong id, but I have my HK birth certificate. Can I apply for HKPIC in Toronto?

Yeah, you cna submit your HK ID application to China consulate in Toronto who will pass your application to Hk immigration. Once your Hk ID card is done, the consulate will inform you to collect it.
