It's possible. The requirements are: completed application form, copy of the bio data page in a valid passport/travel document and copy of the approval letter (i.e. notification letter of granting “Special Authorization to Stay” to the non-resident worker's reuniting family).
The form is available at the subdivision concerned and the website of the Public Security Police of Macau.
