registration form of temporary residence

Hello ! What to do , if I did not make registration form of temporary residence ? I got one , when I hold L visa, then I have changed L visa into F visa .... I live at the same apartment . Should I make the registration at the police station again if I have a new visa now ??? And last my visit in the police station for the registration was more than 4 months ago.... will they ask me to pay any penalty ?
