You may just apply for the HK visa from the China Embassy in Libya. The application form for a Hk visa is different from that of a China visa. The requirements are: the application form affixed with a recent-taken photo, passport, Financial status (bank statements, savings accounts passbooks or tax receipts), proof of the proposed leisure visit to Hong Kong and round-trip air ticket.
