what are the requirements for visa for a filipina spouse married to a chinese guy?..

i went to the PSB to get a new visa and they said they need my husband's bank account with 50,000 rmb in it..this is the third time im getting a visa but they never asked about it,this is the first time they are asking me this...im confused!...tnx
