Opening hours of visa office

Dear Sirs

I am working in Gori for European Union. I am Finnish.

I get soon the invitation and booking of hotel confirmation to travel to China Shanghai. What times and days can I submit my Visa Application to the Embassy or Consulat. My travel starts on14 April from Tbilisi.
