NEED TO APPLY VISA CHINA FOR STUDY 4 WEEKS COURSE IN SHANGHAI , CAN SEND APPLICATION ETC TO MADRID

You should ask the school or enterprise in Shanghai where you will study to provide you an invitation. And if it is a private one, you still need to ask them to apply for an confirmation of invitation from the local government offices such the foreign affairs office.
