Earliest time to Apply for tourist (L) Visa

Hi. If I'm leaving by mid Oct 2012 for Beijing, when would be the earliest time to apply?Can I apply 2 months before departure date?

I'm holding a Philippine Passport but previously issued L Visa though we had it processed via a travel agent.
