i am british appling for tourist visa in france do i need to book flights and hotel before applying for visa also can i post to the embassy in Paris and how should it be sent?

I think you have to book flights at least, since the officers in the China Embassy or consulate will approve the duration for your visa according to the date of your flights. What exact place of France are you living? You should go to the corresponding China Embassy or Consulate to apply for the China visa according to the division of the Consular Districts of Chinese Consulates in France on this page
