If you live in Connecticut, Maine, Ohio, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island or Vermont, you have to apply China visa through China consulate in New York,

If you can't go to New York consulate in person, you can ask someone else to submit the application on your behalf, no power of attorney or appointment is needed, the Visa Office does not accept visa application through mail.
