Can I get a transit visa od UAE on the way?

I am writing from Mongolia. We are two persons would like to get a UAE transit visa for 2 days between 02-04 Apr, 2012 on the return way from Argentina, via Beijing-Dubai-Buenos-Aires by EK.
We will arrive in Bejing at 10:20, on 21 March, and will depart from Bejing to further place 23:05, on 23 March. During this time, can we get a transit visa of Dubai from your embassy? Can we send you visa application and passport copy for proceedings before we will visit your embassy on 21 March with our passport?
