Where do I apply for visa, here in New Zealand or in Malaysia?

I hold a New Zealand passport and will soon travel to Malaysia in July. While in Malaysia I intend to join a tour party to China. Do I apply for the visa here in NZ before leaving for Malaysia or do it in Malaysia.
