Where do I submit the application for for the chinese scholarship?

The cultural dept. of the Chinese embassy keep referring me to the Nigerian Commission for Scholarship, who have no info whatsoever to give as per the submission of the application form for the Chinese Government Scholarship. Please, what advice do you have, as the deadline date is fast approaching. Thanks, Austin from Nigeria
