Can I goto Calgary Chinese consulate apply the HKSAR with the old H K I D and I born in hong kong ?

If you live in Alberta, Saskatchewan, Northwest Territories or Nunavut, you can go to Chinese consulate in Calgary to apply Hong Kong SAR passport with the old Hong Kong ID card and you born in Hong Kong.
