an I apply in San Francisco if I live in Colorado?

I live in Colorado may I get my Chinese tourist Visa in San Francisco? My children are minors, will I need their birth certificates as well as passport

You can't apply for China visa in San Francisco if you live in Colorado, Colorado is under the consular districts of Consulate General of China in Chicago. You need to take the birth certificates as well as passport of your children to apply China visa for them.
