can my sister come directly to china from uae?

Hi, i work here in China and i want to invite my sister. She's currently working in UAE.Is it possible to apply a tourist visa in China Embassy (UAE) or she needs to go back to Philippines to process her visa there?

It is possible for your sister to apply a tourist visa in China embassy in UAE because she works in UAE, the UAE resident visa valid for more than 6 months and its copy are required to prove that she is a legal resident in China. She doesn't need to go back to Philippines to process her visa there.
