Spanish citizen Applying for Chinese Visa in Helsinki

I am a Spanish citizen, but currently completing an exchange program for students (Erasmus) in Helsinki for 5 months. I am travelling soon to China, can I apply for the Visa here in Helsinki?

Because I'm an exchange student for 5 months I didn't get a Kela card. What can I do to apply for the visa?

According to the visa rule: Non-Finnish citizens who want to apply China visa in Finland need provide the original and a photocopy of his or her permanent residence or work permit with remaining validity of at least half a year. Those who are visa or permit exempt for residing or working in Finland should provide the original and a photocopy of his or her valid Kela Card in Finland, you can't apply for China visa in Helsinki.
