Can I obtain my new Z visa in Seoul?

I am an EU citizen working currently in China. Is it possible for me to obtain my new Z visa in Seoul?

No, you can not apply for a Z visa in Seoul if you don't have a Korean Alien Registration Card with 6 months remaining validity. But to apply one in Hongkong is not difficult for you.
