When to pay fee for Chinese passport renewal

When renewing Chinese passport in New York, is fee paid when submitting application or when picking up new passport? We will need to use an agent to pick up passport and mail it back to us when it is ready.

Please pay fee when you pick up new passport. If you will use an agent to pick up your passport and mail it back to you when it is ready, you need to pay for the service fee of the agent and the passport application fee to the agent.
