You should submit your application through the nearest Chinese Diplomatic and Consular Missions, or mail your application direct to the Immigration Department in Hong Kong. If you choose the latter way, you will be requireed to present the originals of the supporting documents and collect your passport in person at an Immigration Office in Hong Kong.
If you have a valid Hong Kong permanent identity card, the processing time of your overseas passport application will normally take about 4 to 6 weeks upon receipt of all necessary documents, fee and photograph. It will take about 6 to 8 weeks for processing a HKSAR Passport application if you do not have a valid Hong Kong permanent identity card. But it also takes time for the oversea Chinese Diplomatic and Consular Missions to forward your application to HKSAR Immigration Department.
