where should i get visa in U.S and how? and how long and what are the requirements?

im a filipino seaman and our port is in united states L.A..i have a friend in macedonia and i like to go there this june 2012.do u have any access for me to get a visa close to L.A.or anywhere close there? if not, what should be the fastest way i can get it,how? and how long will it take to process.
I really need your help.
