Is there a chance to apply china visa after overstayed in china for a years????

Dear Sir/Madam

My friend was overstayed in china for less than 2 years unintentionally, shes been a victim of illegal agent, telling her that she will be given a visa until this agent cant contact anymore and most her passport wasn't returned it back to her.. so then she tried to find this agent and of course she doesn't have any idea on how to dealt with it.. until she went to the police and report this case and then fine the 5000k penalty without detaining her.. so they gave an exit visa.. so now how long she will be banned to re -enter china and how to apply a china visa i.. is the china immigration put in her record that shes been an overstayed .. any answer please will be much appreciated .. god bless
