is 23 hrs layover need visa

traveling by airchina from new york to manila, with 23 hrs layover at beijing china, do i need china visa to be out of airport.

Yes, a transit visa is required for you if you will leave the airport. Maybe you will stay at the airport for more than 24 hours owing to the delay of plane, you'd better apply for a transit visa in advance.
