If you live in New Zealand, you can apply for a China transit visa through China embassy/consulate in New Zealand, the postal application is not accepted.

In fact, a transit visa is not required for 17 hours layover in China, if you want to leave the airport, just apply for a 24 hours stay permit by showing your flight tickets when you arrive in the airport.

No matter you are a U.K. citizen or New Zealand citizen, it is easy for you to get a 24 hours stay permit at the airport by showing the connecting flight tickets to prove the layover in China.
