It is possible for you to get a China visa to Tibet while you are in Kathmandu. please find a qualified travel agency in Kathmandu to deal with it, it is almost impossible for you to get a Tibet Entry Permit by yourself. After obtaining a Tibet Entry Permit, then you can apply for a China tourist visa.
