one citizen of Tajikistan tried to get transit visa from the Chinese Embassy in Phnom Penh

Hi, but one citizen of Tajikistan tried to get transit visa from the Chinese Embassy in Phnom Penh, but embassy rejected to give him transit visa. I wanted to know the reason of their rejection, please give m some reliable information.

I guess that the Tajikistan citizen is not a resident in Cambodia, if he can provide a Cambodian residence permit or work permit valid for at least 6 months, the embassy will accepts his application and issues a transit visa.

Hi, its again me. Is it true that Chinese Embassy in Phnom Penh does not give visas to countries with suffix -istan, shuch as Tajikistan, Kyrgyzstan, etc. Only because of one woman who tried to do a suicide while flying through China. Please answer.
