Airport transit area just refers to the airport, in other words, if you won't exit the airport, you will not be required a visa for your 14-hour layover. Your reserved hotel is outside the airport, right? Then I advise you rest at the Hourly Lounge in the airport to avoid applying for a transit visa.

HI,

Is it still the same situation in 2016? or is it possible now to leave the airport without a visa for a 22hour layover in Beijing?

If your total layover time in Beijing is less than 24 hours, the visa is not needed because you can make use of the 24 hour direct transit. You just need to apply for a free rary stay permit at the airport and then you can leave there.
