How can I get a photocopy of a Philippine passport notarized?

If you are outside of phlippines, you can just do this from the Emabssy or Consulate of Philippines in the foreign country. If you are in your home country of Philippines, you should do it at the passport office of the Ministry of Foreign Affairs of Philippines.
