Visit Beijing, Xi'an, Shanghai, what is good time when its less than 28 degrees, no rain, econominc?

September and October are good time to visit Beijing, Xian andf Shanghai. It is cool and sunny then in these three places. However, if you plan to make an economic trip, winter from November to February of the nest year will be proper, but it will be cold and the scenery will be depressing.0
