Where & how to initiate a Chinese Visa for a Malaysian citizen, working for us full time in the US

Please Mr/Ms. I am writing to you from Hess Industries, A company in Niles,Mi. USA. We have an employee that is a citizen of Malaysia who is employed by us on a full time basis. He has a USA Visa valid until Aug of 2014. We have a need for him to travel to China for 3-4 weeks to supervise and work on machinery we have sold to a customer. The question I have, is.. Does he process the paperwork request for a Chinese VISA through us here in the States? Or must he initiate the paperwork in Malaysia? I am unclear as to where to proceed next. Thank you for your assistance.

He can apply for a Chinese business visa (F visa) at China consulate in Chicago; Niles, Michigan is under the consular districts of China consulate in Chicago.

The requirements for him to provide to the consulate are:
1. his Malaysian passport
2. fill in visa application form V.2011A and V.2011B
3. one recent passport photo
4. valid US visa
5. the invitation letter from a company or unit in China

If he can't come to the consulate in person, he can entrust someone else to submit and collect his visa.
