Where & how to initiate a Chinese Visa for a Malaysian citizen, working for us full time in the US

Please Mr/Ms. I am writing to you from Hess Industries, A company in Niles,Mi. USA. We have an employee that is a citizen of Malaysia who is employed by us on a full time basis. He has a USA Visa valid until Aug of 2014. We have a need for him to travel to China for 3-4 weeks to supervise and work on machinery we have sold to a customer. The question I have, is.. Does he process the paperwork request for a Chinese VISA through us here in the States? Or must he initiate the paperwork in Malaysia? I am unclear as to where to proceed next.
