At present, China Consulate in Chicago doesn't designate any agency to accept China visa application, Visa applications should be submitted by the applicant or someone else entrusted in person. It cannot be done through mail. No appointment is required.

actually there are companies that will deliver your visa, application and stuff to the consulate for you. many people do not live in a state where there is a chinese consulate. the company i used is called zvs. they were very professional and i found them by calling travel agencies to see who they use. look them up at www.zvs.com
