Hongkong requirements for 3 days visit

Hi,
im a filipino citizen and a resident of dubai, im planning a stop over in hongkong for 2- 3 days before going to philippines, do i need a tourist visa? If yes, should i get it from dubai or i can apply upon arrival to hongkong.
