Late Visa process of HK and Maau.

Its already more than 40 days I applied visa to Hongkong[transit] and Macau from Nepal,but it was supposed to be to get within 3 weeks,and I made plan according to that ....but wat is this?? why its getting too late , so I am very upset with the working procedures of the Great Chinese Embassy, really!!actually wat makes this all gonna be wrong ? either you should have to suggest us if not enough documents or any other circumstances..................
