If you want to acquire a China visa in New Delhi or Mumbai, you need to make an appointment with the CVASC in New Delhi or Mumbai, China embassy in New Delhi or Mumbai doesn't accept China visa application from ordinary passport holders, you have to apply visa through CVASC.
Its office hours: Monday-Friday (except public holidays of China and India)
Application Time:
Normal Cases: 09:00 - 14:00
Express Cases: 09:00-12:00 (Individual Applicants)

Payment and Passport Collection Time:
09:00 - 14:00 (Normal Cases)
15:00 - 17:00 (Expressl Cases)

it is open on Feb 2, 3, 2012.

You have to submit visa application before 12:00 for express service, then you can pick up your visa on the next working day, for example, you submit application on Feb2 (Thur.), you can pick up visa on Feb 3 (Friday)
